[relay pass] tvm doc is out of date

As is shown in tvm developer tutorial Adding a Compiler Pass to Relay, there should be a C++ class called ConstantChecker in src/relay/transforms/fold_constant.cc.
However, it seems that the class ConstantChecker has been removed since tvm-v0.8.0 (I can still find it in v0.7.0).
This is really misleading to tvm beginners. The outdated document is in urgent need of updating.

像这种开源且处于火热开发中的项目，没有太多精力更新文档的，最直接的方法就是看代码，跑demo，没事看看论坛里大家都在聊啥。
